The act of division of a parcel that creates five or more parcels or building sites, inclusive of the original remnant parcel, any one of which is five acres or less in area, by a division or by successive divisions of any part of the original property within a period of five years.
To promote the wise use, development, conservation, and protection of the soil, water, wetland, woodland, and wildlife resources to achieve a balanced relationship between land use and development and the supporting and sustaining natural resource base and to protect the public health, safety, aesthetics and general welfare of citizens of the county.
The Kenosha County Subdivision Control Ordinance requires the filing of a preliminary plat in accordance with Section 236 of the Wisconsin State Statutes.
A pre-conference meeting is required with County Development Staff and town officials to review a sketch plan or concept plan and to discuss the stormwater review process prior to submitting a preliminary plat.
You must submit a completed Kenosha County Development Application with your Preliminary Plat and Stormwater and Erosion Control Plan and the appropriate fee based upon the Kenosha County Department of Planning and Development Fee Schedule. A separate fee submittal is required with each successive submittal of additional stormwater information. You should be aware that once the stormwater and finished grading plan is implemented an as-built Stormwater Facilities Review / Grading Certification and fee must be submitted for approval.

You can anticipate that the Preliminary Plat and Final Plat process will each take approximately four (4) to eight (8) weeks upon submittal of a completed Kenosha County Development Application and Preliminary Plat or Final Plat. Please keep in mind that this process may take longer if your Preliminary Plat or Final Plat is tabled at the town level and/or if additional information becomes necessary
You can anticipate that the Stormwater Review Process will take approximately six to eight weeks upon submittal of a completed Stormwater Plan. Each additional submittal will take approximately six to eight weeks.
