On March 25 and May 21 of 2018, the Kenosha County Sheriff’s Department responded to two separate sexual assault complaints that occurred on the Kenosha County Bike Trail. Evidence at both scenes were collected by investigators. This evidence was submitted for processing to the Wisconsin State Crime Lab.
On June 4 the Kenosha County Sheriff’s Department received a report on tests results from the crime lab indicating DNA confirmation to one of the items submitted.
This report linked evidence at the scene to a subject identified as 32-year-old Reginaldo Etienne, as a source of DNA on the evidence.
Investigation into Reginaldo revealed he was presently in custody in Lake County (IL) jail on a probation hold. He is currently on probation in IL for armed robbery. Reginaldo was known to be homeless.
Further investigation has resulted in the following: the locating and recovery of the suspect vehicle, identification of evidence linking Reginaldo to both incidents, the service of two search warrants, witness statements, and interviews with the suspect Reginaldo.
Reginaldo Etienne is in custody at the Kenosha County Jail and will be formally charged on Friday June 15. The department will recommend the following charges: (2) counts of second degree sexual assault with the use of force, (1) count of aggravated battery to the elderly, (1) count of battery, and (1) count of theft. There is a possibility for more charges to be added.
The victims in both incidents have been notified.
